Delphi/Pascal headers for LabOne C++ API

While adding support for the MFIA Impedance spectrometers from Zurich Instruments we translated the C API into Delphi Pascal language and added many quality of life and convenience features. Delphi language compiles into native windows executable and is well known for it's 'rapid application development' capabilities, making it the optimal choice for developing measurement or data acquisition software.
